What Should Count as a Google Ads Conversion for a Law Firm?

A law firm should count genuine calls and completed enquiry forms, but it should not automatically ask Google Ads to optimise equally toward every measured action. A law firm should count genuine calls and completed enquiry forms, but it should not automatically ask Google Ads to optimise equally toward every measured action.

The cleanest model is:

  • Bid: the deepest reliable outcome available at useful volume;
  • Observe: diagnostic actions that explain the journey but are not proof of a lead;
  • Exclude: duplicate, accidental, spam or commercially meaningless events.

For a newer setup, genuine enquiries may be the best bidding signal. A more mature firm can progressively move toward qualified consultations and new client instructions. The aim is not to track more events. It is to teach the account what valuable progress actually looks like.

What is a Google Ads conversion?

A Google Ads conversion is an action the advertiser has chosen to measure after an ad interaction. It is not automatically a qualified enquiry, a client or a commercially valuable matter.

A form submission can be a conversion. So can a phone call, a booking, an imported CRM stage or—if the setup is weak—a page view or button click.

That flexibility is useful, but it creates a serious reporting risk. When every action is labelled “conversion”, a dashboard can make movement look like commercial progress.

For law firms, the measurement question should be:

Which event proves enough value to influence budget and bidding—and which event merely helps us diagnose the journey?

Primary and secondary conversions: what is the difference?

Google Ads distinguishes between primary and secondary conversion actions.

  • A primary action appears in the Conversions column and can be used by automated bidding when its goal is selected for the campaign.
  • A secondary action is generally observation-only and appears in All conversions; it remains visible without routinely steering bids.

This is the core control. A firm can measure form starts, phone clicks or brochure downloads without telling Google they are equal to genuine enquiries.

There is one important implementation caveat: Google notes that a secondary action included within a custom goal may still be used for bidding. The goal configuration therefore needs checking, not only the label attached to the action.

The Bid, Observe or Exclude framework

Use this table as a starting point, not a universal configuration.

The right treatment changes with the maturity of the firm’s data. What matters is a written definition and deliberate configuration.

What should count as a phone conversion?

Calls are often the highest-intent route into a law firm, but call tracking can still overstate performance.

Different events may be recorded:

  • a click on the phone number;
  • a call initiated from an advert;
  • a call to a tracked number on the website;
  • a connected call over a chosen duration;
  • a call the intake team classifies as relevant;
  • a call that results in a consultation or instruction.

Those are not equivalent.

A phone-number click is best treated as diagnostic. On desktop, it may not initiate anything. On mobile, the person can cancel before connecting. A connected call with an appropriate minimum duration is a stronger early signal, but length does not prove suitability: an irrelevant caller can stay on the line for ten minutes, while a valuable existing referral may qualify quickly.

Use call duration as a filter, not as the final definition of value.

What should count as a form conversion?

Count a completed, successfully received enquiry—not every interaction with the form.

A robust form action should fire only after validation and successful submission. It should not fire when somebody:

  • views the contact page;
  • clicks into the first field;
  • presses submit but fails validation;
  • refreshes the thank-you page;
  • sends a test or spam submission.

Form starts and errors remain useful secondary events. They can reveal whether a long practice-area form creates friction or whether a field is failing on mobile. They simply should not be reported as new leads.

Where the form appears on several pages, preserve the landing page, source and relevant click identifier with the enquiry. That makes later quality analysis possible without asking the prospective client to supply marketing information.

How does double counting happen?

Double counting commonly occurs when several tools report different steps in the same journey as separate leads.

Examples include:

  • a phone-number click and the resulting tracked call both marked primary;
  • a form-submit event and the thank-you-page view both firing;
  • the same website action imported from GA4 and also recorded through the Google tag;
  • a booking confirmation counted once by the form tool and again by the calendar;
  • a page refresh repeating an event;
  • an offline outcome uploaded more than once without a stable unique reference.

The result is not merely an untidy dashboard. Automated bidding can be trained on inflated or duplicated outcomes.

A practical deduplication check

For each primary conversion, document:

  1. 01the precise user or business event;
  2. 02where the event fires;
  3. 03which platform creates it;
  4. 04whether another tag measures the same outcome;
  5. 05the unique reference used to prevent repeats;
  6. 06the count setting;
  7. 07the goal and campaigns that use it for bidding.

If two actions describe the same moment, decide which one is authoritative and move the other to secondary or remove it.

Should law firms count one conversion or every conversion?

Google Ads allows a conversion action to count one or every conversion after an ad interaction.

Google describes one as generally suitable when the aim is to measure whether a unique lead was generated, while every is commonly suited to sales where each transaction adds value.

For a law-firm enquiry form or call action, one will often be the safer starting point because repeated submissions from the same ad click do not necessarily represent new prospective clients. But the decision is action-specific. A later imported outcome may need different treatment depending on how the CRM event is defined.

Changing the setting affects future reporting, not historic figures. Record the date and reason whenever it changes.

What is the deepest reliable signal?

The best bidding event is not automatically the furthest event in the funnel. It is the deepest event that is:

  • defined consistently;
  • captured accurately;
  • available frequently enough to guide optimisation;
  • returned within a useful time;
  • compliant with the firm’s privacy and governance requirements.

A niche practice may open only a few target matters each month. If the platform receives one delayed instruction signal every several weeks, that may be too sparse to guide day-to-day bidding. A clearly defined qualified consultation can be a stronger operational signal until volume grows.

Primary signals are valid completed forms and meaningful connected calls. Page views, phone clicks and form starts are secondary. Spam, duplicates and test traffic are excluded.

The intake team applies a small number of agreed outcomes, and qualified consultations are returned to the acquisition record.

When should a law firm import offline conversions?

Offline conversion measurement connects what happens after the website enquiry with the original ad interaction.

In practical terms, the site captures a click identifier or other permitted source information when the person enquires. The CRM or case-management process later records a qualified consultation or new instruction. A controlled integration or upload matches the downstream stage back to Google Ads.

Google currently recommends enhanced conversions for leads as the modern route for improving offline lead measurement. Implementation details change, so use Google’s current documentation rather than an old tutorial.

Do not begin by uploading every internal status. Start with one well-defined outcome. Validate matching, duplicates, conversion windows and timing. Only then consider using the action for bidding.

What data should not be sent to Google Ads?

A marketing measurement system does not need the narrative of a legal matter.

The useful fields are usually limited to source identity, a controlled commercial stage, timing and—where approved—an appropriate value. Client names, legal facts, free-text case notes and special-category information should not be inserted into ad-platform parameters.

The firm should decide:

  • the lawful basis and consent approach for relevant website technologies;
  • what data is captured and why;
  • retention and access controls;
  • what is sent to each processor;
  • how privacy notices and cookie controls reflect the actual setup;
  • who approves changes involving the CRM or case-management system.

Google’s own guidance requires clear information and consent where applicable. UK implementation should be reviewed against current PECR and UK GDPR guidance and the firm’s professional obligations.

How do you audit an existing conversion setup?

1. Export every conversion action

List the source, category, status, primary/secondary setting, count method, attribution model, conversion window and campaigns using it.

2. Reproduce each action

Submit a real test form, make a test call and complete a booking. Confirm the event fires once and appears in the correct platform.

3. Compare events with actual enquiries

4. Separate Bid, Observe and Exclude

Give every action one role. Remove duplicate and meaningless events from primary goals.

5. Check campaign goal configuration

Confirm each campaign uses the intended goal. Account-default goals can quietly pull in actions a specialist campaign should not optimise toward.

6. Inspect quality downstream

Compare campaigns and search terms with valid enquiries, qualified consultations and instructions. A technically perfect form event can still be a commercially weak target.

7. Change carefully

Major goal changes alter the information available to automated bidding. Document the change, avoid stacking several uncontrolled changes together and allow performance to stabilise before drawing conclusions.

Clicks show intent, not completion. Keep them secondary.

Making every measured action primary

This tells Google that a newsletter signup, phone click and new instruction are interchangeable.

Importing the same form from two systems

Optimising to call duration alone

Duration is a helpful proxy, but qualification belongs in the intake process.

Moving straight to revenue with weak data

Sparse or inconsistent value uploads can be less useful than a frequent, reliable qualified-consultation signal.

Ignoring the campaign’s goal set

An action can be configured correctly but still influence the wrong campaign through account-default or custom goals.

Changing goals without a record

Reporting becomes impossible to compare when nobody knows what Conversions meant in each period.

Should a law firm count phone-number clicks as conversions?

Measure them, but normally keep them secondary. A click does not prove that a call connected or that the caller was a prospective client.
